Utilities in Israel: what HR can coordinate before arrival

Plan account responsibility and installation appointments before the employee reaches an otherwise ready apartment.

Map the services at this address

List electricity, water, internet and any gas service used in the property. Ask the landlord which accounts already exist, which services are included and what must be transferred or activated. Provider and municipal arrangements vary; the Tel Aviv newcomer guide is a useful prompt for questions, not a universal activation procedure.

Distinguish an appointment from activation

For each service, record whether it is active, awaiting documents or awaiting a visit. Confirm who can access the apartment for installation and who is authorized to accept the provider’s terms. Do not describe an apartment as internet-ready solely because a technician has been booked; arrange a contingency for the employee’s first days if needed.

Create a billing handover

Give the employee the account references they may need, the agreed payer and the contact for faults. Record meter readings where applicable at move-in and move-out. Share only necessary personal information with the provider through appropriate channels, and avoid circulating identity documents in a large project chat.

Practical checklist

  • Confirm included and separate services
  • Assign installation access and billing owners
  • Test services before handover

Sources and verification

General information, not legal, immigration, tax or insurance advice. Verify current requirements with the responsible authority. Processes vary by case and municipality; Tel Aviv–Yafo sources are not nationwide rules.
