Arnona for employee housing: what to clarify before signing
Understand the municipal property-tax question and separate it from rent, utilities and building charges.

Identify the municipal bill
Arnona is a municipal property tax. Tel Aviv–Yafo’s official information explains its local billing framework and calculation factors. The amount and administration should be checked with the municipality responsible for the property, not estimated from another employee’s apartment. Ask to see the relevant billing information when comparing housing costs.
Agree the company–employee split
Write down whether the employer funds this cost directly, reimburses the employee or includes it in an accommodation package. Keep that agreement separate from the landlord’s contractual obligations and from the municipality’s account-holder rules. A company reimbursement policy does not by itself change who is registered on a municipal account.
Keep a clear billing record
Retain the account reference, billing periods and proof of payments in the housing file. At move-out, check the process for reporting the change of holder and any remaining balance. Do not assume that returning the apartment keys automatically updates the municipality or ends every billing responsibility.
Practical checklist
- Identify the municipality and account
- Separate arnona from building fees
- Document payment and move-out arrangements
